LA PAZ, Leyte –A village chairman strengthened his resolve to make civil registration work in their community after he found out that the birth certificate of his youngest child was not registered.

“For late registration, the process is complicated; hence, the people and the village should make sure of timely processing of records,” said Rufino Jo Jr., barangay (village) chairman of San Victoray village.

Rufino, a father of three, was surprised when he found out that his youngest child Trixie has no record in the local civil registrar, unlike his two other children.

LA PAZ, Leyte –A village chairman strengthened his resolve to make civil registration work in their community after he found out that the birth certificate of his youngest child was not registered.

“For late registration, the process is complicated; hence, the people and the village should make sure of timely processing of records,” said Rufino Jo Jr., barangay (village) chairman of San Victoray village.

Rufino, a father of three, was surprised when he found out that his youngest child Trixie has no record in the local civil registrar, unlike his two other children.

“I thought the hilot(traditional birth attendant) took charge of registering my child,” he recalled.

As the village chairman of San Victoray, Rufino believes that local officials should support civil registration program considering that it’s more costly when left unattended.

“As a chairman, I want to be an advocate of civil registration because poor people really need legal identity to lift themselves from poverty,” he said.

The official believed that 20% of the total population of children in their village has no certificate of live birth.
