Birth certificates and ID cards are more than just pieces of paper and plastic cards. Legal identification transcends race, age, status, gender, and religion. It is a basic human right and should be treated as one.
Not all internally-displaced persons from Marawi City were able to bring their legal documents when they fled from the Marawi Siege. Without these documents, mobility is hindered, rights are unrecognized, and access to benefits and assistance are reduced.
